Russia's Vladimir Putin claimed Mariupol is a "success" and is saying that the Russians are "liberating" the besieged port city. He also said that if the remaining defenders were to lay down their arms, Russia "guarantees their lives and decent treatment in accordance with the relevant international legal acts." To date, Ukrainian officials estimate that Russian attacks have cost up to 20,000 lives in Mariupol.
